1 With the exception of holders of diplomatic, service and special passports, as the case may be, who, at the time of the adoption of this law, were traveling to the Republic of Moldova without a visa, based on the international treaties to which the Republic of Moldova is a party.
2 With the exception of holders of a valid residence permit or visa (except transit visa), issued by one of the member states of the European Union or by one of the states party to the Schengen Agreement, by the United Kingdom of Great Britain and Northern Ireland, the States United States of America, Canada, who can travel to the Republic of Moldova during their validity period.

The following categories of foreigners are exempted from the invitation procedure:
a) the minor whose parent, a foreign citizen, is in possession of a residence permit in the Republic of Moldova or an identity card for stateless persons, provided that it is valid for at least 90 days from the date of granting the entry visa;
b) foreigners who apply for a transit visa and an airport transit visa, subject to compliance with the provisions of the Law
c) citizens of the states with which the Republic of Moldova has concluded international treaties in this regard or stateless persons residing in these states;
d) the minor whose parent is a foreign citizen married to a citizen of the Republic of Moldova;
e) foreigners holding a residence permit or a valid visa (with the exception of the transit visa), issued by one of the member states of the European Union or of the states party to the Schengen Agreement;
f) stateless persons who provide proof of birth on the territory of the Republic of Moldova or the SSR
g) foreigners invited by the Government or the authorities of the central public administration;
h) foreigners holding diplomatic passports and service passports;
i) the spouse, children and parents of the foreign beneficiary of international protection.
